The Roku Channel Partner Payout amount is lower than expected after deducing the Marketing Commitment and Refund Amount.

This remaining variance is likely due to "bad debt after dunning." Each month there is likely to be a subset of users who may have provided bad payment information (i.e. incorrect credit card or billing information). These users are given 3 days to update this information before their subscription is invalidated. If this occurs right at the end of the month, this 3 day window will follow into the next month. Due to the timing, it is likely that a subset of these users' subscriptions will be automatically cancelled in that following month at the end of the 3 day period, due to not updating their payment information. Since we have already paid out for these users whose subscriptions were never fully completed in the previous month, that amount is deducted from the following month's payout. This is the variation you are seeing.
