Can I restrict users from accessing certain content, depending on their membership/subscription level?

Issue

Someone with level 0 (restricted access) would log in to Roku and see only limited content, but someone with level 1 and would be able to see all content.

Yes, this would be possible to set up in a Roku channel. You can require users to authenticate and/or sign up before accessing channel content and restrict certain content, depending on the user's entitlements. 

Please note that if you're planning to offer content on a Roku channel that is available via subscription or purchase elsewhere, you will also need to integrate with Roku Pay, which allows users to purchase subscriptions on-device.
