Answer

Yes, you need to complete the Payment Information section in the Developer Dashboard if you are a subscription-based channel.

Any revenue generated on the Roku platform, whether through an ad-supported or subscription channel, is paid out using the information from the Roku Partner Payout form. 

Also, you will be unable to add in-channel products unless the Partner Payout form is completed.
